Master of Arts in Leadership.


This Dual Degree Completion Program utilizes prior learning experience along with new learning CBE modalities to complete individual courses.

The Dual Degree Program also includes cross-listed courses that count toward both degrees.

This context-based program provides the opportunity for students to engage in real-time projects and situational learning while developing personal resources. You’ll have the opportunity to work with a mentor team to craft a program of study that helps develop expertise in leadership that’s relevant to your specific vocation.

Northwind Fellows uses 
Competency-based education (CBE).
 
CBE is a system of instruction and assessment focused on a student's ability to demonstrate mastery of specific skills, knowledge, and abilities (competencies) rather than on time spent in a classroom. In CBE, students advance by mastering content at their own pace, receiving ongoing, data-driven feedback and support, and demonstrating their learning through meaningful assessments. The goal is to ensure every student achieves the required competencies to be successful, making learning outcomes constant and time the variable.

NORTHWIND - KAIROS UNIVERSITY PARTNERSHIP:
​Northwind is a contextualization partner of Kairos University (www.kairos.edu).
As an contextualized partner, Northwind leverages most aspects of Kairos while continuing to be a separate legal entity with its own governance, institutional authority, and management structures. Northwind provides local mentors, learning resources, and support for Kairos students.

KAIROS UNIVERSITY ACCREDITATION:
​Kairos University holds regional accreditation from the Higher Learning Commission (HLC) which is recognized by the US Department of Education and the Council on Higher Education (CHEA).

Robert J. Duncan, Jr.

Dr. Duncan is the founder of Northwind Consortia. His past experience as a college president has provided the foundation for new ground-breaking educational programs.

He has over 40 years of public safety service experience including:
 

  • Volunteer Consultant for Disaster Services at the American Red Cross - Harriman Metropolitan Division.
     

  • American Red Cross liaison to the NY State Office of Emergency Management
     

  • Volunteer staff member of the NJ State Office of Emergency Management.
     

  • Founding Chair of the NJ State Voluntary Organizations Active in Disaster
     

  • Training Officer, Wyckoff Ambulance Corps, Wyckoff NJ
     

  • Chief, Hemlock Farms Fire & Rescue, Lords Valley, PA
     

  • Deputy Fire Coordinator,
    Pike Co, PA

     

  • Reserve Deputy & Deputy Director of Emergency Management, Muskogee, OK.
     

  • CBRNE Trainer after completing the US Army CBRNE train-the-trainer program and COBRA school.​​

Robert J. Duncan, III.

Robert J. Duncan III, JD LLM MA (CHDS 1801)

Mr. Duncan is currently employed by the United States Department of Homeland Security, Federal Law Enforcement Training Centers, Office of Chief Counsel, Field Legal Branch as an Attorney-Advisor (Instructor) and assigned to the Office of Artesia Operations in Artesia, New Mexico where he instructs officers and agents across the homeland security enterprise.

His areas of research include federal Indian law, explosives and energetics, intersectional cybersecurity, national security law, open source intelligence, and he is proud to serve as a frequent guest lecturer to the U.S. Department of State International Law Enforcement Academy (ILEA) on comparative law, contributor to the Legal Learning Handbook and editor of both the Indian Law Handbook and the Legal Division Workbook. His awards include the CHDS Mark Carr Award, OGC Excellence in Training Award, and the FLETC Director's Award for Innovation.

He holds degrees from the Oklahoma City University School of Law (J.D.; Graduate Certificate: Alternative Dispute Resolution; Graduate Certificate: Business Law, Commercial and Financial Services Concentration), the University of Tulsa College of Law (LL.M. with honor), the Naval Postgraduate School (MA, CHDS 1801), and Bacone College (BSBA, Information Systems). He is a graduate of the Federal Law Enforcement Training Centers, the Oklahoma Council on Law Enforcement Education and Training, and Force Science Institute, and New Mexico Tech EMRTC.

Robert joins the faculty in Fall of 2025 as an affiliate of Kairos University, seconded to Northwind Institute.
